When switching CFR to point a local provider for testing, Erica noticed that we're still loading the remote localized ftl files instead of the local versions. This is a bit confusing when trying to develop/test locally.

By flipping this pref, we can force ASRouter to load the local flient files for l10n. Note I will make another change for ASRouter to decide which fluent source to use.
