Details

The [toolbarmode="small"] would be handy if it also applies to the toolbox, windowcontrols and appcontent parts of the chrome. This would give theme authors the possibility to set {border:none;} to these elements or give them a specific look in full screen. Currently only .toolbarbutton-1 can be changed when switching to full screen mode.

toolbarmode="small" has nothing to do with the size of the buttons. It's an attribute to indicate full screen mode.
