Created a UX spec that covers the decoupling of the permissions and site information panels as well as updates/improvements from the impact.

Parts of the updates cannot land independently
These should land together:
Decouple Permissions and SIte Information Panel
- Transient permission icon/panel appears when there's permission information to be shown
- Updates to the contents of the Site Information Panel and subpanel
Move 'Clear Cookies and Site Data' into ETP Panel
- The action no longer makes sense in the site information panel with ETP in its own panel
- Add as a list item in the ETP Panel
Blocked and Allowed Permissions
- Updated interactions when permissions are allowed/currently active
- Addition of 'Permission Preferences' list item
These should be able to land separately:
Potentially Secure Pages
- Spec contains how to handle each scenario
'Page Info' in the Address bar context menu
- On right click of the address bar add 'Page Info' to the items
