On Section 7 of xmms ( version 1.2.7) Documentation it is stated that to listen
to Shotcast Radio, Do the followings:
"To make Netscape use XMMS on http://www.shoutcast.com you just have to load up
Netscape and choose view/preferences/Navigator/applications add a new handler
set mimetype: audio/x-scpls
set application: xmms %s
hit the OK button and off you go!"

While on my RedHat Linux 7.3,Netscape 4.79 can manage to open xmms as described
above, Mozilla is not able to do so.
When You go to the Helper Application Section in the preference, and Add a new
handler and set the MIME type to audio/x-scpls and set the application to xmms
%s and then you go to http://www.shoutcast.com/ and click on a radio button to
listen to it, Mozilla asks you wether you want to open the file using xmms %s or
not. And when you click on OK, Nothing happens and Mozilla is not able to open
xmms.

Steps to Reproduce:
1. Go to Edit/Preferences/Navigator/Helper Applications
2. Click On new Type
3. In the MIME type field type: audio/x-scpls
4. In the Application to use field type: xmms %s
5. Go to www.shoutcast.com
6. Click on one of the radio buttons
7. When mozilla aske you what to do, choose to open it useing xmms %s and click
on OK
Actual Results: Nothing happens and mozilla is not able to open xmms to handle
the file.
Expected Results: Like Netscape 4.79, It should have been able to open xmms.
Additional Information: I am using RH Linux 7.3 on a i686 computer. I was using
The default theme.

This is wrong for Mozilla (but correct for NS4, yes). Does it work if you just
use "xmms"?

The worakround is what Boris Suggested. You Should not type xmms %s as the
application, Just xmms is enough.
Therefore
THE BUG IS INVALID.
