Websites prove their identity via certificates, which are valid for a set time period. The certificate for XXX expired on 10/14/2019. ← date formatted not according to the date format of my system.

Steps to reproduce:
Open a page with an expired certificate.
Click advanced.
Actual results:
Some text appears:
Websites prove their identity via certificates, which are valid for a set time period. The certificate for XXXXX expired on 10/14/2019.
Error code: SEC_ERROR_EXPIRED_CERTIFICATE
View Certificate
Expected results:
The date in the text should have been formatted according to the settings of my system (2019-10-14). If the day of the month is 12 or less, users may not able to see dates are not formatted as they expect.
