Details
From bug 1586216 URLPreloader only supports loading URLs directly from local files or in the omnijar. But we also need to load language packs on startup and they are in their own JAR files. For now we added a fallback to use a synchronous channel load but this means startup performance is going to be worse for langpack users.
We should make the URLPreloader support loading from language packs.
