We'll need to support RSA-PSS if users ever want to use RSA keys with TLS 1.3.

Verified fixed on Windows Pro 10 64-bit (with servers running on connected Linux Virtual Machine) on the latest FF Beta 72.0b9 (20191219234059).
RSA keys are supported on Windows. The RSA client certificate has been successfully imported into the into the Firefox Certificate Manager and it has been loaded on the running 1.3 TLS server as well.
