1591285 - Show hotfixes in about:support

When we are making sure that items show up in about:support properly - we should make sure that hotfixes content is covered.

I'm not positive this required a separate bug - but adding in case the "see also" bugs did not cover.

Remember that in order to perform hotfixes we actually plan to re-use the add-on rollout mechanism. This means that although we will understand a particular set of changes as a hotfix, the mechanical parts of the system (under the current plan) will see the "hotfix" as a rollout that we later undo.

As such, we won't be able to distinguish add-on hotfixes from add-on rollouts ("system add-ons") in about:support.

Native hotfix support is covered under bug 1563049, which we have decided to prioritize for now.
