While most failures are due to TEST-UNEXPECTED-FAIL, there are some unexpected passes in the reftests.
Annotate these to ensure they no longer produce a failure due to tests passing.

Since the reftests manifest doesn't have a condition specific to debian10, this patch would have to wait until the full switchover to debian10 is made before it can be landed.
