If only a navigator window is open, biff does not funtion at all.

TO REPRODUCE:

1) Have only a navigator window open when new mail arrives on the server (send 
   yourself some if you don't have another way of seeing it).

2) Wait for biff to happen.

RESULT:

No biff

EXPECTED:

Biff should work even with no mail/news window open.

This has to be a dup, but searches for all Mail/News bugs for "biff" and
"notification" and all "Mail Notification" component bugs did not turn this up.
