On macOS 10.15, pasting a URL into the address bar immediately after opening the window sometimes result in the URL bar being really tall (see screenshots.)

Steps to reproduce:

1. Copy any text such as a URL into the clip board.
2. On Mac, command-shift-p to open a new private browsing window.
3. As the window animation is still occurring and the window is opening, command-v to paste in the text.
   Result: After pasting in text, the URL bar is extra tall.
