MVP of dynamic triplets will update triplet on refresh or opening new tab. Scope of this bug is to update onboarding card with the next one in dynamic cohort
Skip conditions should be evaluated on the next load of the new tab page (next impression of the cards section). There’s no real-time adjustment of the cards as users interact with them

I have verified that if you click on a dynamic card, the card is replaced on refresh or when opening a new tab using a Firefox Nightly 72.0a1 build from 11/20/2019 (Build ID: 20191120094758) on Windows 10 x64, macOS 10.15.1, and Ubuntu Linux 18.04 x64.
Having said that, on the latest Firefox Nightly 72.0a1 (Build ID: 20191126093448) the behavior was changed and verified. For more details you can see Bug 1597781 comment 4.
