Repro steps:

  1. Open https://bugs.chromium.org/p/chromium/issues/detail?id=1020201, or any Chromium bug.
  2. Try to select multi-line text in the body of the issue description by mouse drag and drop.

Expected:
Text is selected correctly.

Actual:
Text is selected, but selecting area is shaky while dragging the mouse. Selecting point suddenly jumps to a wrong position while dragging.

Selecting a single-line text works fine.

I hit this issue on Nightly 72.0a1 (2019-10-31) for Windows, and also on Firefox 70.0 for Ubuntu.
