I just landed the IDL files "Not Part Of Build".  These are the makefile
changes to make it part of build.

I bet not, the list of interfaces in both dirs is pretty inconsistent.
I wonder why jst checked in his version to extensions, I always like the concept
of interfaces to DOM being in dom/public/idl, no matter where the implementation
is. That makes finding them much easier.
At least, we shouldn't have two versions of them in the tree.
