Steps to replicate
- User signs in/registers from about:welcome
- Click "Don't sync this device"
- Go through the verification flow
- Click "Start Browsing"
Mozilla.org doesn't detect that the user has signed in so it suggests to "Join Mozilla".
I've attached a screenshot below.

Alex, I think all the bits now exist so this can be done - is this being taken care of elsewhere such that we can close this, or can I assign it to you?
