Elm was last booked in https://bugzilla.mozilla.org/show_bug.cgi?id=1364561 and is not listed as explicitly available on https://wiki.mozilla.org/ReleaseEngineering/DisposableProjectRepositories
Though its last checkin was late 2018, and is throwing cron errors due to --base-repository being required.
This patch I'm about to attach has been run via ci-admin just now to stop bothering the sheriff list.
