Actual results:
With dark theme scrollbar still white.
Expected results:
Dark scrollbar.

The scrollbar on the right of your screenshot looks dark-grey-on-light-grey to me, not white. Am I looking at the wrong thing?

Ok gray, but I think much darker will be better.

What happens to scrollbars in about:preferences when using dark mode there?

In about:config I see no scrollbar.
The same for Developer Edition 71.

I'm confused - the scrollbar is just completely hidden? Because the content on about:preferences is scrollable, right? Or do you have such a huge screen that all of the preferences/options fit on one screen? Does some indication of scrolling show up if you scroll with the mousewheel/touchpad or the pageup/pagedown keys?

Yes, no scrollbar at all in about:preferences, but I do not care about that :) yes content is scrollable. My screen resolution is 1920x1080. When I scroll - it just scroll, without additional scrolling indication.
I just want every thing black/dark for working at night... I want devtools darker, I want reader mode darker.
