This is being enabled alongside dom.webnotifications.requireuserinteraction to ensure
a good user experience when automatically denying notification prompts.

Yup
Release Note Request (optional, but appreciated)
[Why is this notable]: These prompts have been annoying users for quite a while
[Affects Firefox for Android]: Yes
[Suggested wording]: As a measure against permission prompt spam, websites can now only show notification permission prompts after the user interacted with the page.

I think I've got the documentation done for this change; see https://github.com/mdn/sprints/issues/2464#issuecomment-564641213 for the full details.
Let me know if you'd like to see any further changes done. Thanks!
