The max-run-time of Talos tabswitch is only 15 minutes. Many runs complete in less than 10 minutes, but there are some that take 15+ minutes, especially on windows aarch64. Let's increase the max-run-time.

Avoid intermittent task timeouts by allowing a little more time.
