Steps:

• Have the OBT and the new fission-compatible highlighter prefs on
• Open Firefox with 1 tab opened on a random website (google.com for me)
• Open the OBT, and from the inspector panel, click on the node picker
• Focus the Firefox window and start hovering over the window to highlight nodes
• Hover over an element in the Firefox toolbar (e.g. the url bar), and move your mouse down so it just starts to hover the content area.

Expected: the nodeinfobar always remains centered at the top of the element being highlighted.

Actual: Sometimes it becomes left aligned instead, especially when going from one process to the other with the mouse.

This is not a big deal and is recoverable (if you keep on moving your mouse, eventually, the nodeinfobar becomes centered again).

Tentatively moving all bugs whose summaries mention "Fission" (or other Fission-related keywords) but are not assigned to a Fission Milestone to the "?" triage milestone.

dt-fission-reserve bugs do not need to block Fission Nightly (M6), but these bugs' summaries mention the word "Fission", so let's track them for Fission riding the trains to Beta (M7). We'll revisit these bugs before we ship Fission.
