Steps to reproduce:

This happens intermittently on various sites, but I can reproduce reliably with Google Hangouts video chat pages.

• Fresh profile
• https://hangouts.google.com
• Sign in, start new empty video chat

FF nightly 72.0a1 (2019-11-09) (64-bit), Sway, Arch Linux

Actual results:

• The video device permission dialog flashes then disappears
• Subsequently popups don't show, coupled with a console error:

firefox:77494): Gdk-WARNING **: 09:33:04.703: Tried to map a popup with a non-top most parent

Moving the mouse pointer outside the window and back eliminates the issue.

Expected results:

• Permission request popup should stick around until user makes a choice
• Other popups should show.
