So this looks a lot like bug 1263378... My patch only changed the test to stop using an <iframe> and use tabs instead...
It uses the tabs with BrowserTestUtils.withNewTab which does its own cleanup... And the rest of the cleanup code is the same, so I'm not quite sure what's going wrong here.
Marco, do you spot anything wrong off-hand with my change to that test? You're much more familiar than me with browser tests... Should I still await for BrowserTestUtils.browserLoaded or something?
Also, I can't seem to reproduce this locally, will try with RR and such in a bit.

There has often been a leaks finding game with tests using private windows. Off-hand I don't see anything wrong in your changes, but they could still be hitting whatever caused PB windows to leak in the past (that afaik has never been fixed completely). Or could be something related to previous tests (did you run the full folder locally?)
If you can somehow reproduce, you may check if the problem is that we act too soon in the pb window (or we close it too soon), you could try waiting for browser-delayed-startup-finished in it, for example.
I was usually lucky with reproducing these leaks using a debug build on Linux and running the full tests folder.

So with help from rr and Andrew, I got a bit further... We're leaking the initial about:blank in both chrome windows (in the non-private one, for that matter). But I'm not yet sure why.

Anyhow given bug 1595285 was backed out, let's continue investigating there.
