Steps to reproduce:
Pre-condition: devtools should open in a separate window by default
- Open incognito window
- Open devtools
- Try to dock it to sides
Actual results:
Selected side becomes just white, devtools window remains (check video for details)
Expected results:
Devtools should be opened in a selected mode normally
