This is a follow up bug from Bug 1590123. In the previous one, we drew up an FSM strictly from how the documentation describes the metrics ping scheduler.

Looking at that, we should now check if the implementation works how the documentation describes it. We had some hints from the previous discussion that there are divergences, but that needs to be verified.
