We used to have talos jobs running on central with gecko profiling enabled, but awhile back we turned them off (in Bug 1459621). There is a need to add these back, so let's start running talos tests with gecko profiling enabled, on mozilla-central only, on these platforms:
Linux x64 shippable opt
OS X 10.14 Shippable opt
Windows 10 x64 Shippable opt
This will mirror the Raptor gecko profiling jobs:

I'm also going to disable 'damp' with profiling and 'flex' with profiling since they are failing intermittently (I filed Bug 1597734 and Bug 1597736 for those issues). No point in using resources running them when they are mostly failing.
