Right now it does not seem possible to attach to both the waiting and active service workers for a registration --- attaching happens using front.id, and will attach to the active one. This needs to be fixed so that the debugger can attach to both workers. The debugger client also needs to be able to distinguish between the sources for the two workers, which will have different contents but the same URL.
