Firefox keeps adding chevrons to tags in my bookmarks and I can't remove them

Steps to reproduce:
Added a list of tags to a bookmark.
Actual results:
Firefox is taking the first tag I enter and adding two chevrons to the beginning, like this:
Syrian War,
It will then reduplicate this tag, one with chevrons and one without.
Firefox does not permit me to delete this chevron-tagged-tag in the Bookmark Library, and insists on adding it to at least one of whatever list of tags I create.
This is the Firefox-ESR branch on Debian Stable.
Expected results:
I should have a list of tags with no damned chevrons.
The chevrons have been distorted in the above bug report. They should look like the right-pointing chevron located on the lower right, next to the front-slash/question mark on a standard keyboard (with the shift key being on the other side of the front slash/question mark), like this: ">>"

I suspect there's a relation with bug 1449939, though I'm not sure how to reproduce the original bug where chevrons are added in first place.
Do you use a particular keyboard layout? Do you see the chevrons appearing while you type in the input field?
Please try editing the bookmark, open the tags picker (dropdown arrow close to the tags field) and unselect the tag from there. Does that work?

Without further information there's not much we can do. Marking as a duplicate of bug 1449939, as we suspect the chevrons may have been added in an older version and now might not be able to be deleted.
