As an experienced developer requesting sec-approval for my change, I have already formatted my commit message for a sec-approval request and I do not need to edit my commit message first. I want as few clicks/hoops as possible to submit my sec-approval request.

Note: dveditz says most developers submitting requests will have prior experience and will want this streamlined submission path.
