What happens:
Broken toolbars (hidden buttons), broken pages.
Expected result:
As before regression.

I ran into this right after upgrading, but the second and third startups were fine. Bug 1598835 makes it awkward to test more, though.

regressing work backed out, also webrender macos issue which isn't shipping.
