Details

User Agent: Mozilla/5.0 (Windows NT 6.1; Win64; x64; rv:64.0) Gecko/20100101 Firefox/64.0

Steps to reproduce:

Right click on a folder "MyExistingFolder" in the favorite bar
Enter the name of your folder "MyNewSubFolder"
Click Add

Actual results:

The windows "New Folder" closed

Expected results:

The windows "New Folder" should have closed And
the new created subfolder "MyNewSubFolder" should be in the selected folder "MyExistingFolder" in the favorite bar

Note: I run under Windows 7 Enterprise Service Pack 1

Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:72.0) Gecko/20100101 Firefox/72.0

Firefox 64.0 is nearly 1 year old and unsupported. Please update to the latest version and test the above again.

Steps to reproduce:

Presumably you forgot to mention New Folder… as step 2.

Actual results:

In the latest Nightly, the folder is created directly on the bookmarks toolbar. That may be intended behavior, since right-clicking an item inside the folder, then picking New Folder… will create the folder inside it.

Component: Untriaged → Bookmarks & History
Summary: In Firefox 64.0b14 (64-bit) I can't add a folder in the the favorite bar → In Firefox 64.0b14 (64-bit) I can't add a folder on the bookmarks toolbar

Thanks for your researches

The behavior is that we create new items at the same level, because otherwise it would be complicate in certain cases to do so (for example in a full toolbar how would you create a new folder?). comment 1 is correct, to create a sub folder you must open the parent folder and right click its contents.
