Use Windows NT user profiles instead of 'built-in'

Right now on Windows NT, both Mozilla M10 and Netscape 4.x creates it's own profile directory, and expects the user to manually control profiles. It would be nice if the native profile feature of the OS was used, and Mozilla settings were stored in the user's home directory (%USERPROFILE%). This buys file security for the profiles, and might also solve bug#15280, which involves MAPI profiles (which exist 'inside' a user's profile on NT) I don't know if this an 'enhancement' or a 'bug', because Netscape for UNIX always seemed to handle home directories properly.
