1599784 - Re-enable the Urlbar design update by default in Nightly

mconnor and mikedeboer are agreed that the new Urlbar design (now called "update 1") is ready to be turned on in Nightly. Retained results improvements can be landed after the new design is turned on.

Some testing will be required to see if any tests have re-broken given the changes made since the last time the design update was enabled.
