[Affected Versions]:

• Firefox Nightly 72.0a1, Build ID 20191126093448

[Prerequisites]:

• The trailhead.firstrun.branches pref is set to "join-dynamic".
• Firefox is installed on a mobile device.

[Steps to reproduce]:

1. Open the browser with the profile from prerequisites and click the "Sign in to Sync" button.
2. Complete the sign-up process with a new email address.
3. Open a new tab and click the "Sign Up for Alerts" button.
4. Click the "Sign In" and "Continue" buttons.
5. Open a new tab.
6. Log in with the same email address on Firefox mobile.
7. Open a new tab on the desktop browser and observe the behavior.

[Expected result]:

• The "Download Mobile Browser" card is replaced with another card.

[Actual result]:

• The "Download Mobile Browser" card remains displayed.

[Notes]:

• Opening a second new tab causes the "Manage Your Logins" card to appear correctly.
• The behavior is also reproducible using the "full_page_d-dynamic" branch.
• This issue is not reproducible if the "about:newtab" page is refreshed or if the "Download Mobile Browser" button is clicked.
