Steps to reproduce:

TO REPRODUCE -

  1. Install an extension (I've tested with uBlock Origin, Privacy Badger, and Decentraleyes)
  2. Customize the toolbar such that the extensions DO NOT appear in the Overflow Menu
  3. Click an icon to see blank tooltip

Expected results:

If you move that extension back to the overflow menu, clicking on it generally reveals a settings page or status page of some part.

Generally, I'd expect the behavior to be for that settings page/status page to be in place of that blank tooltip. This is consistent among several extensions which leads me to believe this might be a Firefox issue as opposed to an extension-specific one.

Enter about:config into the address bar. What's the value of the apz.allow_zooming preference?
