Steps to reproduce:
TO REPRODUCE -
- Install an extension (I've tested with uBlock Origin, Privacy Badger, and Decentraleyes)
- Customize the toolbar such that the extensions DO NOT appear in the Overflow Menu
- Click an icon to see blank tooltip
(See CURRENT BEHAVIOR.mov for reference)
Expected results:
If you move that extension back to the overflow menu, clicking on it generally reveals a settings page or status page of some part.

Generally, I'd expect the behavior to be for that settings page/status page to be in place of that blank tooltip. This is consistent among several extensions which leads me to believe this might be a Firefox issue as opposed to an extension-specific one.

Enter about:config
into the address bar. What's the value of the apz.allow_zooming preference?
- If true this is a duplicate of bug 1560770
- If false this is a duplicate of bug 1566937

For the record it was true and this has been resolved in v72.
