For example clicking on the "Open Bugzilla Entry Form" button opens up a new
Mozilla window.  Id like to have an option to make any new windows (except the
ones I specificly request with a CTRL-N or File->New Navigator Window) to appear
in a TAB in the current window.  Fixed size or custom size windows might be a
problem.  Maybe we can put them in a fixed/custom size table in a new tab?  Or
just let them stretch out.

Reproducible: Always
Steps to Reproduce:
1.  Click on any link that opens a new window.
2.  It will open in a new window
3.  You can right-click on links and open them in a New Tab.
4.  You cannot righ-click buttons or popups and open them in new tab.
