In https://phabricator.services.mozilla.com/D55126, I merged a bit of build-related l10n docs into the l10n build docs.
I didn't fix the mistakes in those docs yet, doing that now.

This fixes quite a bit of historical baggage, and also goes
into a bit more details of what the l10n repacks actually do.
