"What's new" burger menu item appears while the burger menu is opened

The other day, I was restarting nightly for a pending upgrade, which I knew was not going to be the last version (as it happens when you don't upgrade in a while), so I went to the burger menu right after restart to get to Help > About firefox to trigger another upgrade manually...
But between the moment I opened the menu and moved my mouse over the "Help" menu item and the moment I clicked, the "What's new" item showed up and I ended up clicking on it.

This is somewhat expected. If you start the browser and immediately open up the menu you can see the menu item being added.
This happens because the content is remotely fetched and we need to first see if we have content to display before creating the entry.
