Add/Update "How it works" link to monitor card on the Protection Report
Link: https://monitor.firefox.com/about

1. Add the 'How it works' link to the Firefox Monitor card when the user does not have an account.

2. Update the link of the existing to match the above 'How it works' link that is shown when the user has signed into fxa and monitor. (https://monitor.firefox.com/about). Currently, it goes to a sumo page.

Whew, I was worried for a moment as this is an older bug with older mocks, and we have some new work on these cards upcoming. However, this bug is still valid and this link will still exist on the new card. Thank you!
However, we only need the updated link endpoint and not the visibility changes. As outlined in the mocks here These will be updated in upcoming bugs.
