(This is the Socorro side of bug #1598765.)
In order to work on AWS SQS support for the crash processing queues, we need to set up an SQS that runs in the local dev environment for Socorro.
For AWS S3, we use localstack. I think we can use that here, too.

willkg merged PR #5055: "bug 1602120: sqs local dev" in 49b02c5.
Since this is local dev environment and CI and doesn't affect server environments, I'm going to mark it as FIXED now.
