Bookmarks do not honor "When you open a link in a new tab, switch to it immediately" set to off.

Steps to reproduce:
- Open FF
- Uncheck "When you open a link in a new tab, switch to it immediately" under Options > General > Tabs window.
- Right click any link and select "Open in New Tab"
Actual results:
It switches to the new tab every time.
Expected results:
It should not switch to the new tab until manually selected.
Note: This appears to be a regression to a bug first reported in 2013 I believe.

Works for me, using the Bugzilla link in the top left corner as an example.
Gingerbread Man- I just tried by right clicking on the link "comment #0" and it opened a new link without moving to it. I thought "Wow, it automagically fixed it self" so I tried with another link from my book marks tool bar. Yup it opened the link in a new tab and immediately switched to it. Definitely still a problem. Added info, I already tried opening in safe mode with all add ons disabled and it made no difference.

I tried with another link from my book marks tool bar.
That setting is for web pages, not the user interface. Enter about:config
into the address bar and double-click browser.tabs.loadBookmarksInBackground to set it to true.
