This test is disabled entirely on debug Fission and non-debug Linux already, so I don't think also disabling it on opt Fission on Windows is a big loss. There's nothing in the logs that indicates what is going wrong.

kmag's patches in bug 1596918 remove some of the uses of ContentTask.spawn from this test, so maybe that will fix these timeouts, but maybe it won't.
