1603214 - Switch treeherder-prod back to db.m5.2xlarge

This is to revert what we did on bug 1597740.

During the November outage we upgraded the instance, however, it was the DB parameter changes that helped us.

We can handle this change in January since we're all wrapping up this year's work and most of us will be out the last week of the year.
