I have verified that "What's New Panel" is successfully opened if the "Open What's New Panel" button from the "about:newtab#devtools-wnpanel" page is clicked. Verified using the latest Firefox Nightly (74.0a1 Build ID - 20200128092639) installed on Windows 10 x64, Mac 10.15.2, and Ubuntu 18.04 x64.
