1604367 - Remove old addon-study action

We've been using branched-addon-study successfully for some time now. We should remove most of the old addon-study, and it's alias opt-out-study, from Firefox now. This includes removing the action and all references to that code, the capabilities included, and any code or shims that were only used by that action.

We should not remove the schema of the action from package published to NPM, as that schema is used by multiple other sources, which may have to use the old schemas.
