From a quick check this is only doing useful work in toolkit/components/telemetry. Perhaps we can figure out something else for that case and remove the variable altogether. At least we can remove it where it's not doing anything.

The remaining case of toolkit/components/telemetry would be handled by bug 988938 or bug 1240676. We can get rid of the two useless ones for now though.
