Steps to reproduce

  1. Launch Firefox.
  2. Add two new search engines (i.e Youtube, Ecosia)
  3. Type something in the address bar.
  4. Slowly decrease the browser's size.

Expected result

  • One-off Search Flexibility re-arranges the search engines with respect to the mock-up document as the Quantumbar gets narrower.

Actual result

  • One-off search Flexibility flickers one search engine's position as the Quantumbar gets narrower.

Regression range

  • This is not a regression.

Additional notes

Has Regression Range: --- → no
Has STR: --- → yes

This happens because toolbar items move into the overflow panel, when that happens the urlbar becomes larger, and because there's more space the one-off buttons reflow naturally to cover the additional space.
I don't think this is bug.
