Steps to reproduce
- Launch Firefox.
- Add two new search engines (i.e Youtube, Ecosia)
- Type something in the address bar.
- Slowly decrease the browser's size.
Expected result
- One-off Search Flexibility re-arranges the search engines with respect to the mock-up document as the Quantumbar gets narrower.
Actual result
- One-off search Flexibility flickers one search engine's position as the Quantumbar gets narrower.
Regression range
- This is not a regression.

This happens because toolbar items move into the overflow panel, when that happens the urlbar becomes larger, and because there's more space the one-off buttons reflow naturally to cover the additional space.
I don't think this is bug.
