It's not clear at all that you need to hit -enter- to save a comment tag.

Realized recently that the last few comments I've tagged didn't actually save, because I never realized (until reading https://wiki.mozilla.org/BMO/comment_tagging more closely) that I need to hit enter to save a comment tag.
It would be nice if it was more clearly specified in the user interface.

This makes sense, and I think we just need to add the Save button while continuing to support the Enter-to-save keyboard shortcut. PR coming.
