Right now we have varied webgl test coverage.
We run all tests on Windows, and most tests on Mac.
We only run webgl1 tests on Linux, and no webgl tests on Android.

We should run on all platforms, and mark failures/skips as needed.

We should wait until after webgl-ipc refactor lands though, so we don't delay that any further.

Android seems to have harness issues (webgl1) and emulator issues (webgl2). Splitting those out of this bug.

Android 8.0 Pixel2 jobs are failing, which isn't a surprise.
What is a surprise is that they run on autoland but not try fuzzy -q 'webgl 'android. >:(
