User Agent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10.15; rv:71.0) Gecko/20100101 Firefox/71.0

Steps to reproduce:

On a Mac, Catalina 10.15.2, Firefox 71.0.
Make sure Firefox is not running.
Open a terminal, and from the shell run: "open -a Firefox path/to/file.pdf", I have tried several PDF files and the bug is reproduced for all PDF files.

Actual results:

You will see that Firefox starts with two new windows, one empty, and one with the PDF file.

Expected results:

Firefox should start on a single window with the PDF file.

This looks to be a duplicate of Bug 1600153 - even though in that bug the same behavior is happening when clicking an external link.
