Emma, can you investigate why this fails frequently on Windows 7 and only with central-as-beta (means: starting with the merge of central to beta and Monday, we will see this frequently)?

Has this ever happened on Win10 and/or any 64-bit OSes?

Actually, never mind, I can apparently reproduce this reliably on nightly on my 64-bit win10 machine so then it was straightforward to figure out. Emma, gonna steal this and ask you for review, hope you don't mind. :-)

In bug 1553540, delayedInit() became an async function. But
test_TelemetryEnvironment.jsm does not wait for delayedInit to complete.
This becomes a problem when it then assumes that in the next task, data
supplied from delayedInit will be available - which it might not be.
